Brian Yarbro, Senior Director of School Safety and Transportation to our team. Brian comes to the Department having just served as the Assistant Superintendent in Lauderdale County Schools. An experienced educator, Brian has also served as a Principal, Assistant Principal, History Teacher and Assistant Football Coach. He is a native of west Tennessee and a graduate of Arkansas State University with an Ed.S degree in educational administration. He received his master’s in educational leadership from Carson Newman University and bachelor’s degree from the University of Tennessee at Martin. An amazing husband and father, Brian is already making a substantial impact bringing his experience and expertise to the school safety and transportation team. Alex M. Spann, CDPT, Student Transportation Director for the State of Tennessee, Department of Education, is a transportation professional with more than 10 years in the school bus industry. Spann works with offices and agencies such as the Tennessee State School Board and Tennessee Highway Patrol to ensure each public school district as well as charter school transportation departments operate within the scope of local and federal laws. The TN DOE staff does the initial training of newly hired transportation supervisors as well as the annual ongoing training of all other directors. The Department also administers a grant, provided by the State of Tennessee Legislature, to assist in offsetting the costs of equipping school buses in TN with seat belts while also visiting districts across the state to perform on-site monitoring of transportation operations. Additionally, Spann serves as the Region 2 Director for the National Association of Pupil Transportation and the Secretary of the Southeastern States Pupil Transportation Conference. Spann has a bachelor’s degree in Elementary Education (K-6) from Austin Peay State University in Clarksville, Tennessee and is an NAPT® Certified Director of Pupil Transportation (CDPT).

With funding from the Bipartisan Infrastructure Law, the EPA’s Clean School Bus (CSB) Program provides $5 billion over five years (FY 2022-2026) to replace existing school buses with zero-emission and low-emission models. Under the Program's multiple grant and rebate funding opportunities to date, the EPA has awarded almost $2 billion to fund approximately 5,000 school bus replacements at over 600 schools.
